Elias Ward is hired by a shady firm to watch his neighbor, Meret Linwood. He isn't told why.

 The watchlist system is designed to:

• Remove names slowly

• Avoid admitting mistakes

 The problem is that she seems like an ordinary citizen and he is starting to fall for her. Is there a way out of this nightmare? If he protects her, he becomes a threat to his employers. If he keeps doing his job, he becomes a threat to her. If he quits, someone colder replaces him. He had never been in this predicament before.
